History
The Association for Retarded Citizens (ARC) is one of the most dynamic service
providers in Gillespie County and is a local chapter of one of the largest volunteer
organizations in the State. It is a group of people devoted to opening the doors to
opportunity and solving challenges for our citizens with mental retardation, their
families, and the community where they live.
Since organizing in 1982, our local ARC has generated community support and funding
for projects to benefit our citizens with developmental disabilities of all ages. Our first
fund-raising/awareness efforts included bake sales, bean soup mix sales, cookie booths
at Oktoberfest, prize drawings, softball contests, and “sponsor of the Month”, and over
30 speeches presented to local civic and social clubs and city/county government.
Financial support from our organization during the early years provided start up funds
for the Homespun Early Childhood Intervention program (for infants from birth to age
three), and assistance to the Hill Country Special Education Cooperative (ages 3 to 21)
with a vocational training project. The ARC conducted a survey in 1986 which identified
the need for a developmental, vocational training center that would provide employment
opportunities, promote inclusion into the mainstream of community life, and support
alternative living options for the adults with developmental disabilities in our community.
The New Horizons Center is visible evidence of the Association’s commitment. The
center was opened in April 1988 in temporary space borrowed from St. Mary’s Catholic
Church, with staff and curriculum provided by an agreement with the Hill Country
Community MHMR Center. During the next two years, the ARC concentrated fund
raising and public awareness efforts to construct a building designed for accessibility to
people with mental and physical disabilities. This building became a reality in late 1990.

Our Current Location:
In November of 2004, the ARC New Horizons Center moved into
our current building.  

We now operate out of a new, debt free building,
thanks to the
generous support of the people, businesses, charitable
organizations and foundations of this community and
surrounding area
who have continued to support New Horizons
and the wonderful people we serve with jobs, time and money.
